Nice!  But yeah, would be nicer if it could use X-Debbugs-Cc.

Perhaps we can still change the manual to recommend that followed by
“sed -i *.patch -es/^Cc/X-Debbugs-Cc/”?

Very low-tech but better than the status quo.  WDYT?
