Yes, probably.  loaddefs.el is already in $(shortlisp), but the problem
is that we may later update loaddefs.el again (while doing the scan).

Hm; there must be some easy way to sort of these dependencies.
Unfortunately I don't have much time this weekend, but I'll poke away at
it again next week.
