1. emacs -Q
2. Run any command that uses minibuffer, where candidate match is
   required, for example, 'C-h v'.
3. Run M-X and notice it fails with error:

    execute-extended-command-cycle: No catch for tag: cycle, ("" . 0)

It looks the bug was introduced by a recent change in
cdbb02a597298b7812b456fca3d61e223dc40b7c

I've now fixed this in Emacs 29.
