How to use the variable `delete-by-moving-to-trash', but not with
Tramp?
On local computer I have use to put files first in Trash directory.
But on remote computer I cannot wait for transfer of large files from
remote to local computer.
And other issue is if `.dir-locals.el' works locally, why it does not
work remotely?
If .dir-locals.el would work remotely, then I could disable
`delete-by-moving-to-trash'.
Or instead of it, then Tramp need also variable like:
tramp-delete-by-moving-to-trash which may default to
delete-by-moving-to-trash
as that way user is able to disable deleting by moving to Trash for Tramp.

As the doc string of move-file-to-trash says:
If the function `system-move-file-to-trash' is defined, call it
with FILENAME as an argument.
So just define a function that checks whether FILENAME is a Tramp file
name or not, and delete the file if it is, but trash otherwise.
So I don't think there's anything to be done here on the Emacs side, and
I'm closing this bug report.

From the Emacs manual (info "(emacs) Directory Variables")

To avoid slowdown, this search is skipped for remote files. If needed,
the search can be extended for remote files by setting the variable
‘enable-remote-dir-locals’ to ‘t’.
