With emacs -Q do

M-x temp-buffer-resize-mode
C-h f setq RET
C-h f set RET

The *Help* window does not show the back button.

Note the comment in 'temp-buffer-resize-mode' which warns about this as

      ;; `help-make-xrefs' may add a `back' button and thus increase the
      ;; text size, so `resize-temp-buffer-window' must be run *after* it.

Yup.  I've now fixed this in Emacs 29.
