emacs -Q

M-x about-emacs

C-h v mode-line-format

You'll see this:

("---- %b %-" 0 10 (face mode-line-buffer-id))

That puts the face, which is intended only for the buffer name, on the
whole mode line.

In GNU Emacs 23.1.92.1 (i386-mingw-nt5.1.2600)
 of 2010-02-20 on LENNART-69DE564

configured using `configure --with-gcc (3.4) --no-opt --cflags -Ic:/g/include
-fno-crossjumping'
