What about
(file-append (local-file "foo" #:recursive? #true) "/éclipse")?
Seems like a file-like object with a non-ASCII name, which is
acceptable to the store (the store only cares about /gnu/store/STORE-
ITEM-NAME, anything inside can be whatever).
