It takes a few seconds to send this email versus almost instantly in
previous emacs versions.
This will be a big pain for the way I work.

What does
C-h v message-send-mail-function
say?
What value did you use for send-mail-function in Emacs 22.3?
Does it help to set message-send-mail-function to that value?

I wasn't asking about the -Q value, I was asking if you had customized
it (eg to smtpmail-send-it). If so, try using that value for message.
If you haven't customized it, this is not relevant.
Did this problem also occur in 23.1, or is it new in 23.1.92?
If it occurs in 23.1, does it make a difference to set
mail-interactive to nil?
If new in 23.1.92, does it make a difference to set
message-interactive to nil?
If new in 23.1.92, is it still slow if you

If I set it in the scratch buffer the first c-x m c-c c-c is fast
If I set the value once in the *mail* buffer.
Yes it is real quick with that

If I set it in the scratch buffer the first c-x m c-c c-c is slow but
the second is fast
If I set the value once in the *mail* buffer.
It is real quick with the first c-c c-c

Message #22 received at 5558-done <at> debbugs.gnu.org (full text, mbox):
OK, so it sounds like the issue here was the change of the default
value of `mail-interactive' from nil to t in Emacs 23.1. This should
have been in NEWS but was not (added now).
It means that Emacs will wait for the sendmail process to return and
report any errors, rather than returning immediately and letting
sendmail send a mail in case of error. If it causes unacceptable
delays for you, just set it back to nil.

BTW, shouldn't we have it set to `async' instead (which probably
requires implementing the corresponding feature)?
