Thanks.  I see nothing new here, except that there are two exception
events reported.  So one last try:

  gdb "C:\Program Files\Emacs\emacs-28.1\bin\emacs.exe"
  ...
  (gdb) set debugexceptions
  (gdb) run

and post here everything that GDB shows.
