In the Emacs 28.1 NEWS file there are several references to
sections of info manuals.  E.g.,

  See the Info node "(elisp) Native Compilation" for more
  details.

Is there some way to follow this as some kind of link
(ideally via keyboard and mouse)? Is there some minor mode
that I could enable for this and could news enable it by
default?

There wasn't in Emacs 28.1, but I've now added such a mode in Emacs 29
(and it's enabled by default).
