Can be simplified to:

  When try, dnsmasq queries the servers in the same order as they
  appear in @var{server}.

dnsmasq does this voluntarily on asking, there doesn't appear to be any
forcing here.

Also, what does ‘strict’ mean here?  Is it like the difference between
<= and <?  WDYT of naming it 'query-servers-in-order?'?
