After
emacs -Q -batch --no-build-details -eval '(write-region "" nil "/tmp/test.txt")'
/tmp/.#test.txt still exists. This is probably because the function
`current_lock_owner' doesn't handle the case where `system-name' returns
nil (it assumes the file is remote in that case).

Yup. I've now made the obvious fix in Emacs 29.

I've applied a similar patch for Tramp, pushed to master. Will also be
available with Tramp 2.5.2.3, the next GNU ELPA release.
