M-x package-refresh-packages

and I cannot see `markdown-mode' in the package list.

I can see the package which I have installed previously:
  markdown-mode                  20201015.1327  dependency
  Major mode for Markdown-formatted text

as maybe that disturbs to view the new package, but it should not.

I can see `markdown-mode' on website of NonGNU ELPA but cannot get it
through Emacs.

I don't see any command called `package-refresh-packages'?  Did you mean
`M-x list-packages'?

In any case, markdown-mode from nongnu is listed when I try that, so
perhaps this is another thing that's messed up in your setup from
bug#53967?

month, so I'm closing this bug report.  If the problem still exists,
please respond to this email and we'll reopen the bug report.
