I believe this bug should be reopened and classed as "serious".

In http://debbugs.gnu.org/4402 it was explained that it was important
for the DOC file to be architecture independent.

This bug illustrates that it no longer is. If you compile
--without-dbus you get a different DOC file to the one you get if you
compile --with-dbus.
