Fixed by replacing emacsbug's use of sendmail.el.

In the current trunk:

emacs -Q
M-x report-emacs-bug RET
foo RET

Briefly pops up a warning buffer with contents:

  Warning (mail): The default mail mode is now Message mode.
  You have the following Mail mode variable customized:

    mail-setup-with-from

It is hidden when the bug report form is displayed.
