May be relevant, this is macOS so no inotify:

    Does Emacs use a file notification library?             yes (kqueue)

and:

    conftest.c:143:10: fatal error: 'sys/inotify.h' file not found
    #include <sys/inotify.h>
             ^~~~~~~~~~~~~~~
