Someone needs to teach url-copy-file about percentage. Or perhaps
something else.

At least CVS Emacs from 2009-11-05 needs this.

16/5 is 320%. Maybe the initial estimate of how much data there was to
retrieve was inaccurate. I think I've seen this kind of thing several
times with various web browsers. If you have a specific example of a URL
that shows the problem, then please reopen or reply to this report.
Otherwise I don't think there is anything to be done.
