See the header "ImageMagick support" in etc/TODO.  AFAIK, we are trying
to phase out ImageMagick rather than spreading it.

Is this item still relevant, or should it all just be deleted?

(In general, I feel like Someoneā„¢ should look over etc/TODO and take an
axe to at least some parts of it that seem out-dated.)
