Ok, so is this the recipe?

$ emacs -Q -f server-start &

$ cat /tmp/m
## --  -*- foo: bar; -*-

$ emacsclient /tmp/m

See the "local variables may not be safe" prompt in the client frame.

Focus on the emacsclient frame in your window manager.

Respond to the prompt (e.g. with "y").

And your keystrokes go to the original terminal, even though the
emacsclient frame has the window manager focus?
