Subject: Give global minor mode some help

It would be easier for users to permanently turn on global minor mode
if the help screen for them told that they can be customized. Maybe at
the bottom of the help screen could be something like:

  To set this permanently customize the variable `the-global-minor-mode'.

Could we please add that?
