I think we just have to establish a convention that external packages
could use.  Whether they then want to use it is up to them.  That is, if
they don't want to, then Emacs' behaviour with regards to obsoleted
commands won't change -- but if they want to see this new behaviour,
they'll need to reformat their obsoletion strings.
