I have two questions:

Why are these files not versioned?

The generated lisp/loaddefs.el file is AFAICS identical to the 
lisp/ldefs-boot.el (after calling admin/update_autogen -L), which is 
versioned.  Why is the lisp/loaddefs.el generated?
