I use:  Editor:      GNU Emacs 27.2 (build 1, x86_64-apple-darwin17.7.0, Carbon Version 158 AppKit 1561.6)

        Hyperbole:   7.1.3
        Sys Type:    x86_64-apple-darwin17.7.0
        OS Type:     darwin
        Window Sys:  mac
        News Reader: Gnus v5.13

In orgmode, the Action key chooses the wrong type of action with a
link like the following:

[https://x.y.com/browse/BOO-5371][BOO-5371]]

actypes::link-to-doc: (doc-id-index-entry): You must set the
‘doc-id-indices’ variable first [2 times]

Playing with it a bit, it appears that the BOO-# pattern in the link
text (not the URL) triggers the link-to-doc action.
