The problem was introduced when we moved things around for the
introduction of the NonGNU archive.

I believe I have fixed it, so you can now use rsync://elpa.gnu.org/elpa
again, and more generally rsync://elpa.gnu.org/{elpa,nongnu}{,-devel}
