Not that I can determine.

I added

(custom-set-variables
  '(rmail-remote-password-required t)
  '(rmail-remote-password "xxxxxxxx"))

but it behaved just the same.  I am wondering if it could be to
exactly when the rmail-mode-hook is obeyed?
