Or maybe simply '(save-some-buffers-root):

  (defcustom save-some-buffers-default-predicate nil

                             (save-some-buffers-root))

Then the following two calls both will have exactly the same effect:

    (save-some-buffers t '(save-some-buffers-root))
    (save-some-buffers t (save-some-buffers-root))
