That is the problem, because of changes to guix-daemon. I have following
construct:

(services
  (cons*
    (service a-service-type)
    [...]
    (service z-service-type)
    (modify-services %base-services
      (guix-service-type config =>
        (guix-configuration
          (inherit config)
          (extra-options '("--cores=x")))))))
