Shouldn't that just mean that the bug remains open?

Not having a fix submitted yet doesn't seem like a
good argument for deciding not to fix something.

Or did you perhaps mean that it's not an argument
for not fixing it, but it's (just) an explanation
for why it's not being fixed now?
