No, Emacs can't.  In the Info manual the menu items are produced by
the 'makeinfo' program, which is part of the Texinfo package.  And
@menu itself is part of the Texinfo language, whose development is
also part of the Texinfo developers' job.  So if you want these to
change, you should report this to bug-texinfo <at> gnu.org.
