=> (55 18 3 11 11 2020 3 -1 nil)

(parse-time-string "Wed, 11 Nov 2020 11:18:55 +0900")
=> (55 18 11 11 11 2020 3 -1 32400)

Hm!  So `parse-time-string' doesn't understand symbolic (and ambiguous)
time zones?  Should it?
