The version of verilog-mode.el that ships with emacs 26.1 also does not
open cleanly with the elisp mode.  That file is
in /usr/share/emacs/26.1/lisp/progmodes/verilog-mode.el

The errors are different, but I believe the issue is with the elisp-mode,
not the file.
