Read all about this in the node "Windows Keyboard" of the Emacs user manual, which also shows a couple of examples. There's no bug here, AFAICT. I believe it's still a bug because I can't ge= t the left windows key to function as hyper without first making it functio= n as super. Thus if I execute the following code I get nothing:

(setq w32-lwindow-modifier 'hyper)

but if I execute the following code first then the above I do get left wind= ows behaving as Hyper.

The Hyper modifier is [H-], not [h-].  Does H- work for you?
