I'm sorry, I made a typo in the suggestion.

It should have been:

            (modify-services %desktop-services
              (network-manager-service-type config =>
                (network-manager-configuration
                  (inherit config)
                  (vpn-plugins
                   (list network-manager-openvpn)))))
