configure: error: cannot find install-sh, install.sh, or shtool in build-aux "."/build-aux

I think that bootstrap should not be necessary when installing from
source package, as it is not from development package. But there is
bootstrap script inside, it gives this:

./bootstrap
./bootstrap.conf: line 64: cd: ~gnu/proj/gnulib: No such file or directory
bootstrap:   error: cannot locate gnulib directory
