Just installed Emacs 1.4rc4. When I try to start it, it gives the
message "Symbol's function definition is void: incf". Does not appear
to have read my .emacs file.

There's no such thing as "Emacs-1.4rc4". It must be some derivative
over which we have no control. Please report it to the relevant people,
