gpg --homedir ~/.emacs.d/elpa/gnupg --receive-keys 066DAFCB81E42C40
gpg: key 066DAFCB81E42C40: "GNU ELPA Signing Agent (2019) <elpasign <at> elpa.gnu.org>" not changed
gpg: Total number processed: 1
gpg: unchanged: 1

In the next attempt I changed package-check-signature to nil, but it
didn't help:

package-install-from-archive: https://elpa.gnu.org/packages/gnu-elpa-keyring-update-2019.3.tar: Bad Request

Regards - Janusz
