To reproduce the problem:

echo set show-mode-in-prompt on >> ~/.inputrc
emacs -Q
M-x run-python

I can reproduce this issue in Emacs 27.1, but not in Emacs 29, so it
looks like this has been fixed now, and I'm closing this bug report.
