Settings:
I logged in via ssh to a Debian distro (Buster) installed on a virtual machine (actually WSL2), and had X forwarding locally (127.0.0.1) to an X windows server (VcXsrv) installed on Windows 10

Normal emacs start without problem:
$> emacs &
gives me a window-frame sized as specified on my default-frame-alist / initial-frame-alist.

Client start (emacsclient) with windows shrinking:
$> emacsclient --alternate-editor='' --no-wait --create-frame
or even
$> emacsclient --alternate-editor='' --no-wait --create-frame -F "((height . 42) (width . 90))"
gives me window-frame initially sized as specified but then it shrinks upwards immediately upon after startup to have only the menubar, and only 1 line in the buffer (*scratch*) and 1 line for mini-buffer title, and 1 line for the mini-buffer, while all the remaining area turned into black colored space. Upon clicking into the window, the black area of the window disappears and it completely shrinks into the area as described (menubar, 1 line buffer, 1 line minibuffer title, and 1 line minibuffer).
It seems to resemble the shrinking windows bug as described in bug #23144 (https://debbugs.gnu.org/cgi/bugreport.cgi?bug=23144) but now with gtk 3.24.5 and with emacsclient.

Are you still seeing this issue with recent Emacs/WSL/Windows versions?

I still do:
the emacsclient windows are shrunk while there's no shrinkage for a
non-emacsclient normal start of GUI emacs.

I actually think the problem is likely to be with the VcXsrv X server
for MS-Windows.  AFAIU, WSL was only used to install Debian in a VM,
so it's Debian on the remote side, not WSL.
