	Isn’t it already possible to achieve this via right-margin-width
	(available since 21.1)?  Say:

M-: (progn (setq-local right-margin-width 13)
           (set-window-buffer nil (current-buffer))) RET

	Unless there’d be objections, I intend to close this bug.
