In a makefile,

/tmp/phony2.xml:/tmp/phony1.xml
	perl -pwle 's/<ZeroBlockHttpCodes>/$&0,/;' $? > $@

the $ should still be highlighted, even though maybe make doesn't have a
$& variable, but still the user needs to know he forgot to double it.

In fact all single $ should be in a highlighted font face.

emacs-version "26.3".
