1. emacs -Q
2. (setq frame-inhibit-implied-resize t)
3. M-x toggle-frame-maximized
4. C-x b RET (to open *Messages* buffer)
5. M-x tool-bar-mode

After some up-down mouse scroll, buffer text is drawn incorrectly.
