Hmm, that seems like it should be okay.  What about

    M-: (package-desc-p (tabulated-list-get-id)) RET

Also try (setq debug-on-message "No package specified") and then trigger
the error again.  Perhaps the resulting backtrace will give some hints
as to what is happening.
