"You think" so, but you don't say why.
You explain nothing about what "you think".

In my own code I have 57 occurrences of it, in 5 different files.  On Emacs
Wiki, apart from my own files, there are 6 user files that use it.

Anyone doing almost anything with the minibuffer history needs to know about
this variable.
