I can reproduce.

Note that from GNOME, running "gnome-weather" in a shell works.

However the icon does not work either.  I noticed that the desktop
file executes

--8<---------------cut here---------------start------------->8---
gapplication launch org.gnome.Weather
--8<---------------cut here---------------end--------------->8---

Does any one know how this is supposed to work?
If not, as a workaround I suggest we replace this line with
"gnome-weather".
