Indeed there is no counterpart to TAB for scrolling the completion window
in the opposite direction.  Maybe <backtab> and S-TAB should do this.

BTW, a related question:

    C-h f mak
    M-v

pops up and switches to the completion window, whereas

    M-: (mak
    M-v

doesn't.  Should it?
