I use file (https://upload.wikimedia.org/wikipedia/en/2/22/Heckert_GNU_white.svg) to do the testing, (image-type-available-p 'svg) return nil. I also try version 26.3-x86_64, it is working correct. Thanks!

Which SVG file behaves like that?  Every one of them?  If so, please type the below and tell us what it produces:
