It's a bit hard to see in the picture, but I think the answer is t in both
cases.

So, running Emacs from the command line says that
w32-pass-lwindow-to-system is t.

But you said that if you do:

  emacs -Q

and then check the value of the variable on Emacs, it is nil.

Is it so?
