        Sys Type:    x86_64-pc-linux-gnu
        OS Type:     gnu/linux
        Window Sys:  x
        News Reader: Gnus v5.13

When trying `M-x kotl-mode':

kfile:create: Symbol’s function definition is void: kimport:copy-and-set-buffer

the file was .txt

We will resolve this but to create a new koutline just find a new file with a .kotl suffix.  Try the M-x kimport: commands to import various types of files into a Koutline.
