Because we still wouldn't know where in the input stream the BEL should be placed. By the time we have read the chars preceding it, more could have arrived. Besides, flushing is usually what we want (mash the keyboard, nothing happens, press C-g).

If we want to receive a character reliably and in order, we cannot set it up as an interrupt char in the TTY.
