Is current-language expected to break compilation in an eval-when?

With Debian 2.2.4, this causes a compilation failure:
(eval-when (expand)
(current-language 'scheme))
$ guile -s main.scm
;;; note: source file .../main.scm
;;; newer than compiled /home/rlb/.cache/guile/ccache/2.2-LE-8-3.A/.../main.scm.go
;;; note: auto-compilation is enabled, set GUILE_AUTO_COMPILE=0

I wondered if that was expected.
